No, male dogs can't be in heat. I have seen dogs get neutered and lose interest for a little while but then they were back to humping and everything else. I don't know if this is the case with yours, but some will even hump objects to show dominance, I guess they have to feel they are dominant over someone, even if it is just a toy. Try taking the toy away to see if the humping stops, alot of the time this is all you have to do.
