My little 8-week old pup had a similar problem when I first got him. He has some poop stuck to his rectum (and I'm not sure some of it wasn't a scab) - but I cleaned him off with warm water - and his little opening was also a little swollen, red, and irritated.
But I kept him clean and put some vaseline on him - and he was soon just fine.
If he had some poop stuck to his rectum - the mother probably worked diligently to clean this area - and this may have caused some irritation with constantly licking.
