I believe this is the correct procedure. I have heard that if you don't use a neutralizer on the stain, the steam will "lock" in the urine odor and the dog will still be able to smell it and it's the odor that stimulates it to go potty. Therefore, simply steam cleaning the carpets is useless for removing urine and feces odors from the carpet.
