Try walking him longer. Loki always poops on a walk even if he has just gone in the yard. We always walk the same way - to the park where there is a garbage can! And he always poops along the way somewhere. If I just take him out in the yard he may not go, but if we go on a walk he always goes
I always bring home a very tired empty dog!
