What's sad is for years Pa already has had a "puppy lemon law" and a system to over see breeders that sell 25 or more dogs. (the same numbers as the new proposed P.A.W.S. bill)
The problem isn't the laws, its the law breakers. Somehow the mills have been getting around the mandatory inspections for humane care.
What we need is better enforcement of the laws in place. No matter how many bills or laws are added if they don't enforce them properly and people break them, they are meaningless. |
