This is a more common problem than you'd think. Seems some dogs are quite inhibited by our presence.
Try using "calming signals". Move away from pup, but where you can still see him. Turn sideways and yawn. Do not look directly at him (too much pressure), but just watch from the corner of your eye. Yawn. Act interested in something else. If he does go with you close by, throw a party (ie act really excited) and give him a delicious treat.
Oh, also, I wouldn't correct him for pottying off the pad for the first few times that you are trying to get him used to pottying with you nearby. Wait until he's more comfortable with your presence.
