I let Mia out as soon as she starts whining. I think the max. she stayed in was 20-30 minutes. She only whines when she needs to go potty, and I don't like to test her patience. She is still a baby, so she goes bathroom more often, especially when she is excited. Once Mia gets out for a bit, she doesn't mind going back in. Also, Mia's bag is huge for her at the moment, so she isn't too cramped.
