When I am rinsing Reagan's head I try to hold her ears down so that the water won't get in them. What I do is take my hand and place it so that that skin between the thumb and finger are right above her eyes with my palm towards her nose, this keeps the water from running down into her eyes. Then I use my pointer finger to hold one ear down and the thumb to hold the other. Then I can also take the rest of my fingers and wrap them under her chin and pull her head up just a bit so that the water even runs down her head towards her back not face.
As far as the dryer I try to put her right next to me then hold the dryer out beyond her then blow it on her (in the direction of myself). This way if she runs she's probably going to run in the opposite direction of the dryer which is towards me and then I can kinda try to block her with my body and arms.
Good luck, you'll find a way that works best for the two of you eventually.
