I think that this sounds like a good idea. It shows that you're friendly and tells her that you're working on Penny's barking. Even asking her for any suggestions on how to control her barking shows that you're trying to be a good neighbor. Just keep the communication open and try and be a good neighbor. It sounds like you already have something in common to chat about (your dogs) so....make a friend!!!
