I wash Oscar's head with a kitchen tap sprayer (I wash him in the kitchen sink) - I can control where the water goes a little better this way - but if you DO get water in her ears, she'll shake some of it out and you can gently dry it later (just like the liquid ear cleaners that you use - you squirt that stuff right in there!).
Oscar doesn't like to have his head brushed either... I'm just very gentle and make sure that I hold the hair at the base and work from the tips of the hair down to work out any tangles. I don't really use a brush for Oscar, just a comb with different prong spacing on each end. A lot of people recommend the CC brushes (metal bristles, but with a polished tip so it's gentler on their skin). I bought a CC brush but RARELY use it - the comb works well for him all over.
Is it the sound of the hairdryer she's afraid of? Try using the lowest setting air setting and medium warm temp. You could also try letting her get used to it outside of bath time. Oscar is so used to hearing ME use the hairdryer everyday that he will actually sit in my lap and fall asleep while I'm drying my hair. Maybe let her run around a bit after her bath and shake off some water on her own, then use the dryer - it will cut down on drying time.
