Penny had a problem with pustules last year that the vet assumed were related to her allergies. It took us two tries to find the right antibiotic, and we also had to use a medicated shampoo called Malaseb that we could either bathe her whole body with or apply directly to individual pustules.
Hope you will get this figured out! It really worried me with Penny as they seemed to multiply quickly and she was irritated by them, but we got it under control and the problem hasn't reappeared.
