100.5 to 102.5 is normal, not a fever in a dog. There are several strains of kennel cough, both viral and bacterial. Generally, antibiotics do not cure kennel cough - they only keep it from developing into pneumonia. It's like when you go to the doctor for a cold and he usually won't give you antibiotics, but some will saying it's to keep you from getting bronchitis. If it is kennel cough his body must overcome it on it's own. Talk to the vet about boosting his immune system with Vitamin C and Echinacea.
