It sounds like the USDA is trying to seperate show/hobby breeder from dealer and until they have this worked out or worded better my club will still be against the bill. USDA are trying to word retail as if as long as the pups are not breed there where sold on premises you are not a retail pet store, which is better. But they still have something in there about if you sell a breeding dog - sounds like if your puppy that you sold is not spayed or altered - could mean this bill would apply to you.
They also have something in there about selling pups over the Internet. I do not understand this wording/implications.
All I know is that they must keep working on the wording and until it is directed more to the puppymills in order to stop them - I am against the bill along with many others.
