Dear TLC,
You do need to read everything before you jump in. PAWS is not good for our dogs at All and does not in any way stop Puppy Mills or pet shops from selling these dogs. It will only stop to good pet owner and good careful breeders - leaving people who want a pet to have to go to the puppy mills and pet shops to buy a pet. I do not think we want that.
My all breed AKC dog club is against this bill and so are most AKC clubs. Some links/organizations makes it looks like a nice bill, but they actually get a kick back if passed, because they will be the ones to monitor the checks and reap the benifits = lots of money.
For example - if the bill is passed and you buy a puppy but cannot go to the breeder to pick it up - you have a friend go by there and get your puppy since they are going by the area - well now your friend and you need to be USDA license. If you buy a dog out of the country, even Canada - you need a USDA license. Or what if you decide to co-own with someone - you need a USDA license now. Or you have a male and breed him to someone else's dog - now you need a USDA license.
What is a USDA license? Well, all I know is that it will make you have to house all your dogs in another building and that you can no longer keep them in your home!!!!! No more snuggles, no more sleeping with your babies, no more kisses. If you want to be with your dogs - you have to go out back and visit with them.
So just be sure to check into PAWS a little more and read beneath the double talk to truly understand what this would mean to everyone.
I am totally glad that you want to help - maybe volunteer down at your local Humane Society or be a foster mom to rescue dogs. They are a lot better ways to help.
