The most important thing is that you just keep trying. Right now they are wiggly but soon they will learn that if they just sit still it goes much easier and with less hair pulling.
Now this is what I do, its a little strange I know. I will sit with Reagan in between my legs facing out and cross one over the other in front of her. Kind of half indian style with Reagan in the middle. This allows me to hold her with my legs while both of my hands are free to use. She would just sit there with her head on my leg and wait. Now I don't have to cross my leg over she just stays put, actually if I call her over and kinda pat the floor in between my legs she just comes right over, turns around, sits down, and waits.
If you can't cross your leg over you could even try just sitting the pup in between your legs and just clamping your legs together to hold the pup that way. I've found that if you can use your legs in any way its better because it frees up both your hands. Just keeping trying you'll find a way that works great for you, like I said the important part is just continuing to do it so they get used to it. Good Luck
