Sounds like your little girl may be in heat. If so, you can just keep a careful eye on her and let her go through this heat (without getting pregnant), and then spayed her and get her teeth done soon after that.
Of course, you don't need to buy the plan that the vet mentioned - and you may want to visit another vet just for peace of mind.
I'll bet you probably have nothing to worry about....especially, if she is happy, feeling good, and eating and going to the bathroom normally.
