Red face Please help!I think Dharma is in heat...

Hi everyone, I need your expertise about dogs this time. This is my first dog, so I don’t know how to handle this situation. Dharma’s vet told me not to spay her at 6 months because she was too young and skinny (she weight 3.2lbs). He said wait until she is 9 months to do it, that way he can do her teeth as well. Every morning I comb her hair and brush her teeth. Today, while I was doing that I noticed her vagina was a little bit inflamed and there was a little bit of dry blood on it. At the beginning I couldn't believe that was blood but it was. The only emergency clinic close to me is an hour and a half away from where I am, so I decided to take her to Benfield at Petsmart. The vet in service told me that there was no way for him to figure out if she was on heat or not. Then, he told me to buy their preventive care plant so he can do some tests on her and finally spay her. He told me that the total including the plan and spay was $452.00; I thought that was too high. Then, a lady that overheard my conversation approached me and told me to go home and wait until tomorrow to take her to her regular vet. I guess I am freaking out because I have never been in this situation before, I don’t want anything bad to happened to her. If she is in heat, her vet was wrong then. What should I do? Will it be okay to spay her while in heat? Is she in pain? And if yes, what should I do to alleviate her pain? Please help me I don’t know what to do.
