Senate Bill 408 was signed into law in April by Gov. Kathleen Sebelius and goes into effect Saturday.
Under the new law, anyone found guilty of "intentionally and maliciously killing, injuring, maiming, torturing, burning or mutilating any animal" will face penalties of at least 30 days in jail and $500 to $5,000 in fines.
That law also covers intentional abandonment.

It's about time they took care of this. Too bad more animals had to be tortured to get the bill signed...
