I noticed Oscar had a double row of teeth on the top at the front too just a few days before he was to go in for his neuter. While he was out, they were going to pull out those teeth - well they ended up pulling 14 teeth!! He had lots of doubles that no one had seen while he was awake because he doesn't let anyone really look in his mouth. The vet kept them to show me just how long the roots of some of the teeth were - they NEVER would have come out on their own. (Oscar was also 7mths. when he had his neuter)
Because I didn't realize he had this problem until just a few days before his surgery, I didn't have much time to try and work those suckers out on our own by playing and encouraging chewing and such - it made sense to just get rid of them all while he was out for his neuter instead of 'hoping' they'd fall out on their own.

I don't think the double row causes them pain - it shouldn't be left for TOO long though as it can cause their gums to become inflamed and food debris can get caught in his teeth more.

This is REALLY common in small breeds. Just keep playing tug of war (gently mind you) and encouraging chewing to loosen what you can and have the rest pulled the day of the surgery.
