This is crazy! I don't believe there is a law like that in Jersey! There is a mall here (I think it's down the shore) that has an eclectic store that sells incense and such. They have a black cat that stays in the store! I believe it lives in there! It never leaves the boundaries of the store. It climbs on top of the heated jewelry cases because it's warm. She is a nice cat, and I think it's a nice idea!
