It is allowed because WE THE PEOPLE allow it and don't push for better laws. The ASPCA has to work with the laws that they are handed. We are the only ones that can go out and campaign for better laws. If you want them changed then we have to do. Become a member of ASPCA, Best Friends, or even PETA (you don't have to become one of the crazies but you can read on their newsletter what is going on) or a number of other ones where you can become informed and help. It won't change unless we push our government to change the laws.

Okay, sorry was on my soapbox.
