I totally understand that there are parking lots at strip malls, multi level parking, etc. I think in that instance, I'd stay with the vehicle. If I found that the animal was in distress, I'd call the police. (Whether or not the police do anything, I don't know....I guess it depends on where you live...I know here, they'd rescue the animal if they felt it was in dire straits.) I just know that if I saw an animal in a vehicle on a hot day, I'd do what I could to ensure that the animal came out of that situation okay.

I'd break the window...save the dog...and explain later....
