I'm not trying to justify anything I'm simply pointing out that It gets on everyones nerves but in all actuallity there's not much we can do. It's going to continue whether we like it to or not.

I'm sure there will always be situations where it's almost impossible to do anything...I think the point I'm trying to make is this...when you see this happening and you are in a situation where you can do something about it....do it! I totally understand that there are parking lots at strip malls, multi level parking, etc. I think in that instance, I'd stay with the vehicle. If I found that the animal was in distress, I'd call the police. (Whether or not the police do anything, I don't know....I guess it depends on where you live...I know here, they'd rescue the animal if they felt it was in dire straits.) I just know that if I saw an animal in a vehicle on a hot day, I'd do what I could to ensure that the animal came out of that situation okay.
