I think there was a few threads on here that gives you and idea on what kind of things to look for when choosing a puppy. do a search on it and see what you come up with. I would do it for you but I have to get off here and get to work. (I am Lingering too long again).
in my opinion, registering is not necessary unless you are going to show.(and I know nothing about that area either).
I was not a breeder but had an accidental litter. (all fixed now). I don't consider myself a step above a pet store or a backyard breeder. I just wanted to make sure the 2 that I sold was going to very good homes and would be loved to the max. I raised mine in my home too (mostly on my lap). LOL. I even cut my price so they could be happy. this is probably not her case, but it is a thought.
