Pixie would pee on my area rugs for the longest time... I finally got sick of it and took them all away for about a month. Since she doesn't like to go on the linoleum or hardwood, she'd only go on her pad....
Then I'd put them back down one at a time with a couple weeks in between. It was a lot easier to only have to keep an eye on one rug at a time and if she went on it, I'd immediately correct her and put her on the potty pad. Once she figured out she isn't allowed to pee on that rug and we hadn't had any problems for a week or two, I'd put another one back. It took a couple months, but now she doesn't pee on them any more.

It's possible she smell the old urine on the rug which would prompt her to go there again. I'd suggest getting some kind of urine remover (I use Nature's Miracle) to completely get rid of any odors.
