OMG, I cannot imagine restricting water in this weather for animals or humans. I would do something else though if you want to cut back a little on the amount......put the water bowl about 3/4 full in the freezer the night before. Then, set it in a plate or other flat container (to catch the condensation) when you leave in the morning. Leave another bowl as usual with water and ice cubes.... To me that sounds like a better idea than restricting but that IJMO.....
Dehydration is worse than peeing, again IMO....
