The only other thing I can think of is maybe he DOES have a medical condition - because that kind of panting and gasping is NOT normal for ANY sized dog....   
You sound like you have a good head on your shoulders and maybe you could try to work with him more and talk her into taking him in for a vet check ?  He sounds petrified of LIFE.

  red98.. yeah a vet check is the first thing that pops into everyones head.  he is regularly taken.  He gets groomed and checked out.  Aside from his teeth rotting out, probably from the chicken, he's 100%...  There was one tiem when I sat with him for 4 or 5 hours and he actually started licking me.  i was so shocked.  actually kinda excited.. but when i left and came back he was hiding again..  This is soem kind of anxiety disorder.  I researched hyperventialltion symptoms and I think that's what happened, but I'm not a doctor.  I wish he would relax.  Although i'm not his biggest fan, i'd make sure he was happy and well fed.  anythign to avoid 5 40 minute round trips every day.  
one thing i will note, is he never gets agressive towards me.  when I do find him hiding, I pick him up and over time he relaxes.. unfortunately he foorgets between visits that I wont hurt him.. and is frightened when i come back.
