I think it really depends on how much time you'll be home. Obviously if you work all day, you won't be at home to take her out and thus you'll need to leave paper down for her to potty on. If you are at home all day and are able to take the time to train her, then I feel that outside is the way to go. We have outside trained our oldest yorkie and are in the process of training our baby we just got yesterday. We did it (are doing it now) by taking them outside every two hours, 20 minutes after they eat, everytime they wake up from a nap, and everytime they get done playing. Eventually Hobbs just started running to the door everytime he had to go potty. Since we put a lot of effort into from the very beginning, it only took about 2 weeks for Hobbs to get the hang of it. We're crossing our fingers that Reese will catch on quickly from watching her big brother!
I personally think that outside is more convenient for occassions when you have company or when you need to take your yorkie to a friend or relative's house. But, in places that have really extreme climates, or like I said earlier, if you do not have the time to train her to go outside, then paper is definately a good option.
If you want to do both, I would do paper first. Then, gradually move the paper closer and closer to the door and then one day put the paper outside. Then one day you'll be able to remove the paper all together.
