I bathe Holly every week with a Silky dog shampoo and some conditioner. I put some oil in her food when she was little. Her puppy coat was greasy so we had the opposite problem to you. Bathing and combing helps to spread the oils through the coat,so don't stop doing it. They do need to be accustomed to it when young. Holly's coat is dryer now so I use a spray conditioner when I comb every day. There are also dietery supplements you can get to help like My Beau..not sure what is available in US. If all else fails,ask your vet.
