I used to be a recruiter so I am VERY familiar with careerbuilder.com. The first red flag for me was not only that they were soliciting your husband for a job that doesn't fit with his current qualifications, but that it sounded like they had already offered him the job before even speaking to him. Then they said that when you are an independent contractor that you don't have to pay taxes, which also isn't true. You pay the government directly instead of them being taken out of your paycheck.
Has your husband gotten in touch with any recruiters? That's always a good route to take to get a job.
