Buy a house with an attached garage and teach them to go on pads in it. That's what I've always done. Muffin did this for 14 years and I've taught Kacee to go on them. When it's nice outside, she goes out there during the day, but I won't let her go out there at night unless I'm with her. Mine love to play in the snow, but not go to the bathroom in it!
