We use a collar and leash for Bailey much of the time when we're out just running around town and she's in and out of the car a lot. Most of the time in these situations, her feet hardly ever touch the ground. We found almost by accident that she performs very well with a collar. Shen she get to the end of the leash and feels the least little tug, she backs off and changes direction. We actually keep the collar pretty loose - just tight enough that it won't come off over her head. I know that many dogs aren't this docile on a leash, and I definitely wouldn't try it with a Yorkie that fights against the collar/leash.

Whenever we actually go for a walk, though, it is always with a harness. There's always the possibility that something might catch her attention so that she really pulled hard against the leash. So far that hasn't happened, but I wouldn't bet that it never could.
