Rather than waiting for her to have to go, you need to take her to the peepad every hour on the hour. You need to take her to the pee pad also, right after a nap, about 10-15 min after eating, and right after playing. (this is why it is very important to have a designated area that only is for potty and you take her to that area every time.) It should be partitioned off but have an open door so the puppy has access in to it. You should close it off, though when you lead her in so that she cannot leave the area until she has done her duty. Lead her to the area, don't carry her. (unless she is in the middle of doing it in the wrong place then scoop her up and let her finish up in the pee area) The reason you want her to go to the potty area on her own volition is so that she begins to learn when and where to go on her own. (You cannot expect her to know this at her age). You will leave her in the area until she goes potty. Make sure you repeat the Potty phrase while she is in there so she comes familiar with the term. After a few weeks, she will learn to automatically go when you lead her to this place, because she will have learned what is expected of her. If she absolutely will not go when you put her in there and about 15-20 min have gone by, you can take her out, but keep her penned and in your sites so she does not have an accident, and bring her back to the potty site again in about 10-15 minutes. Do this repeatitively until she finally goes in the potty area.

Puppies have to pee a lot and they are like kids, they are too busy with other things to think about where to go. The best way to house break a yorkie is to minimize the accident ratio. You need more sucessess than accidents, so you need to be very active in your parcipation in the house training. If she has accidents it is your fault because delayed timing on your behalf. As a matter of fact you are going to be more trained than she is in the begining. But after a time, she will get what is expected of her and she will begin to go automatically when she is in her potty area and eventually she will go on her own to the potty area. That is when you know she is on her way to being housebroken.
