Neutering alone won't stop it. I'm finding that I can control a lot of those bad habits by getting them to do another behavior. Like sit. Or down. If you reward a positive behavior, they tend to forget the negative one.
At least that's the theory. I'm a bad one to give advice on this topic. I let my guy chew on my ankles as a game.
