My dog is totally that way -- But, if he sees any people, children, or other animals, he runs as fast as he can to get to them. Then - he flops over on his back....with a lot of tail waggin, wiggling, and kisses. He isn't shy at all, and he is super friendly and certainly doesn't appear to be afraid of anyone.

Of course --- he sleeps on his back with his hind legs spread eagle and his front legs straight up. Go figure!

I like my little guy being this way. I am positive that it is a much safer way for him to approach other dogs ... and, he's very happy, playful, and affectionate with everyone.
