MayTePup --- You have to be kidding. Muzzling your dog is exactly what needs to be done if it "bites." I would expect that at least that much be done.
Believe me -- the Supreme Court wouldn't waste their time on your case. It would never even reach the Supreme Court.....they have far more serious cases to deal with. And, probably any sensible lawyer would tell you not to go to any court in the first place. What in the world are you expecting a judge to say?? ... that it was okay that your dog bite a horse - and you don't need to do anything about it?
Sorry if I'm coming across a little strong on this one. But - really - everyone else is saying the same thing (except for a couple people who thought it was funny.)
Little dogs can do a lot of damage....as yours did with the horse. In Caesar's new book "Caesar's Way," he cited a case where a little Pom mix killed a young child.
Good luck - get some sort of training and help with your little dog. Since the authorities have heard about this one incident, they may well have him put down the next time. That would be sad!
