Firstly, steam clean the carpets to take away the scent.You can borrow a machine form the supermarkets here and it does a good job. Then when you are not at home confine them in one area eg the kitchen. Use a baby gate, x-pen or you could use a crate. i wouldn't crate for longer than 3 hours during the day though.
Then continue to take out for toileting and use your toilet phrase. Don't let them back in until they have gone. It might mean standing out in the rain etc. or at 6 in the morning,but success will build on success and soon they won't consider going inside unless signals aren't noticed. To start with take them out often,like a little puppy. Praise, praise!
Make sure they have enough exercise-at least one good walk a day and lots of fetch etc.
This is now working with my 7 1/2 month old,when I too was on despair about 4 weeks ago.She suddenly seems to have 'got' it. You could try belly bands when free in the house-i have a girl so have no experience with these. I wouldn't switch to inside toileting now-too confusing. Good luck!
