If it not food related then if I were you I would go to the vet and ask for a special shampoo to help. We always used oatmeal and others like it and it worked for a little bit but after awhile it stopped working and the flakes came back. So we went to our vet and got a special shampoo Hylit or something like that, it has fatty acids in it and no soap, it smells really good and it works so great, we use it on all the dogs now!! I have also heard that using selsom blue works great on your dogs that have dandruff, my groomer uses it all the time and it works.
