His behavior doesn't sound good at all..... Are you letting him loose or letting him run on a long leash when you're in public? Perhaps he needs to be on a shorter leash so you can have more control.

Can't imagine why he has changed -- good luck - and hope he gets over behaving this way. It's hard to think that he will change though - without your help and guidance.
