But it's hard for me to enforce it. I was walking the boys today, and Jack was lagging behind. I watched a little girl walk up to him and pick him up. My instinct was to shout at her not to do it, but I walked over and politely asked her to put him down because he has a bad leg.

I agree, you can't really yell at the person not to pick up your dog. For some odd reason, people pick up Fergie like she is just a stuffed animal. I don't get it? She will be walking around on her leash, and people will automatically pick her up because she looks so friendly. WHY won't they ask me if they can hold her?!? It makes me want to make up an excuse like "You better not pick her up, she pees all over people when she is excited", that might deter them
