I really don't know if this will help, but since she is wanting to leave the baby and follow you, maybe if you put her in an x-pen where she can't leave the baby. I used an x-pen with a crate inside it for the Emilee and babies. Then when Emilee needed to go potty, she could leave the crate and go on the pee pads in the x-pen. Also, sometimes it takes a little while for the puppies to go. I used a cotton ball with more warm and cool water. I squeezed most of the water out, but not all. I gently rubbed and thought nothing was gonna happen, but I kept at it and they finally pottied. Sometimes it just takes a little while. If things don't get better, I would go back to the Vet. The congestion is a little worrisome.
