They sell a low cost spay/neuter cert that is used by a number of vets (check the list to see if one is close to you). The cert covers the spay/neuter and the anesthesia. You pay for the blood work and the after surgery stuff. With that cert here in NY it was going to cost me a total of $150 or so.

I have heard that Bide A Wee does it for free and accepts a donation. Check it out.
