How horrible for that baby!
I keep my eyes open wide around here for loose dogs. even if they are gentle dogs my Buckeye might change their attitude.
any dog can accidentally get loose but there should be a fine and they also should pay the vet bills. if mine did that to another dog i certainly would offer to pay and give support where ever needed to the injured.
I hope your mothers yorkie gets better soon.
