That is so funny!! I have a tidy cat too and she will even go in the litter box and try to bury the cat's poop, she will be there for 10 minutes trying to get it all cover up.

Other than cleaning it up right away the only other thing I would try is to get a pad holder. After all you said the cat was flipping part of the pad over to cover the poop and with a pad holder she would not be able to do this.
