I guess every city has their own rules. But I totally agree, that pet owners need to be held responsible if they can't control their pets! If you have an aggressive pitbull or similar large dog, letting them roam loose can be the equivalent of leaving a loaded gun around for people to play with. Only bad things can happen! |
