Are the hairs scattered all over her body or sorta in a clump on the underside? LOTS of Yorkies have white in the areas that are gonna be tan or gold and they blend right in hen they get their adult coats. I, too, would like to see a pic.
As for the flakes, maybe an oatmeal bath will help. There are also holistic products that people swear by. Could be similar to dandruff in adults. If she scratches or looks uncomfortable, a vet visit might be in order.
