WHAT?!?!? That is crazy....I don't have pictures for you BUT a male dog's penis extends UP his belly, a female's is located between her legs. It is easy to tell the difference between a male and a female....even neutered ones...without a medical opinion. They only remove a male's testicles. If you want to detemine whether or not a female has been spayed....a vet would be able to tell you ....there's a small scar on her belly. Put it this way...if you rub their tummies and bump into "something" it's a boy.
Any chance you have pictures of your dog to show the police? I'd do that too. Good luck....
