My Chachi is allergic to fleas and had a flea on him and had an allergic reaction where he was doing the same thing you describe. My vet had me bomb my house and he said that Chachi could not get on flea on him. We put the flea meds on religiously. After this happened his immune system was down and he got mites. You might have your vet do a skin scrape and check for mites. He then had to be dipped at the vets like 6 times every 10 days. This all happened because he got 1 flea on him
