The dogs were left with the owner??? This is horrible ... you would think that animal control would at least keep the dog until the incident was investigated! There really needs to be stricter laws and perhaps it would convince owners to be more responsible. If the dog had been missing for an hour before this happened ... wonder why the owner wasn't out finding it?? I can only imagine how traumatized these people must be!
