Do you use a potty command? when he wees on the pad say something like-potty,good potty or toilet,good toilet.then when you are out you can use the same phrase! I use toilet, go toilet. He will eventually associate the action with the command.
Are you using lots of treats and praise to reinforce 'Come' ? Don't call him for something negative,but go get him instead.
